Youth Development Partnership Fund

The Youth Development Partnership Fund enables the Ministry of Youth Development, territorial authorities and young people to work together to provide youth development opportunities for young people.

The Minister of Youth Affairs Paula Bennett has announced that eleven local government projects have been approved funding for the fifth round of the Youth Development Partnership Fund.

The Fund provides an opportunity for territorial authorities (city and district councils), young people and the Ministry of Youth Development to work together on local youth development projects.

The Fund has a total of $1 million (including GST) per annum, accessible only by territorial authorities, to provide opportunities for young people to engage in youth development initiatives.

Aim
To provide funding to territorial authorities (city and district councils) wishing to improve outcomes for young people through effective youth development practice in their communities.

Funding
Funding is only available to New Zealand territorial authorities.  There is a total of $1 million (including GST) available through the Youth Development Partnership Fund each year.  Funding of $25,000 (including GST) to $250,000 (including GST) can be awarded to any one project for a maximum of three years.

Objectives
The objectives of the Youth Development Partnership Fund are to:

• support local projects that improve outcomes for young people aged 12-24 years
• provide youth development opportunities for young people particularly, but not limited to, those with an education training or employment focus
• to progress the implementation of the Youth Development Strategy Aotearoa
• contribute to better co-ordination of government and non-government services for young people
• generate practical examples of good youth development evidence in action.

• will support projects that have a youth development approach
• will support and supplement projects that have already obtained assistance from other funders
• can allow for the purchase of equipment and establishment costs
• can be applied to capacity building and professional development projects
• can support monitoring and evaluation of existing initiatives.

• be submitted by a territorial authority or a cluster of territorial authorities
• demonstrate young people’s involvement in designing, planning, implementing, monitoring and evaluating the project
• provide evidence of the community's need for the project
• demonstrate that the proposed project will use a youth development approach and/or progress the implementation of the Youth Development Strategy Aotearoa
• demonstrate that the proposed project will improve outcomes for young people 12-24 years of age
• describe how the Youth Development Partnership Fund investment will add value to a project that has already obtained assistance from other funders (where applicable)
• have clear measures/data collection mechanisms in place to assess the project outcomes
• demonstrate actual and/or in-kind financial support by the submitting territorial authority
• be endorsed by the Chief Executive of the submitting territorial authority.

• prioritising councils that have not, to date, been recipients of the Youth Development Partnership Fund
• the geographical distribution of proposals
• the project's fit with local priorities
• the project's value for money
• the proposed risk management strategy
• support from your Mayor.

• the territorial authority you represent
• a clear description of the project, and evidence of the community's need for the project
• clear evidence of young people's involvement in the development, design and delivery of the project
  
• a clear indication of the outcomes your project will achieve and how they will be measured
• identification of any project risks and how you will manage these
• letters of support or endorsement that support your application
• links to the council's Long Term Council Community Plan
• a full statement of your budget, including how the Youth Development Partnership Fund investment will be used, and the contributions from the territorial authority and other partners
• contact names and details of other agencies, community members and groups who will support the project, and clear details of how they will do this.
