About The Fund
The Fund provides an opportunity for TA’s, young people aged 12- 24 and the Ministry of Youth Development to work together on local youth development projects.

Who can apply? |
Territorial Authorities (City and District Councils). Councils may partner with each other to deliver the project. A council can also work with local youth service providers around project development and delivery. Only one application per council can be submitted to the Fund. |

How much is available? |
There is a total budget of $786,000 for allocation.

How long for? |
Projects can be funded for a maximum of one year (1 July 2012 to 30 June 2013). |

What for? |
Seed funding or project costs to support councils engage with young people, to respond to local need, and to establish best-practice, locally-relevant initiatives. Projects must target young people aged 12-24. The Fund:
Funding will not be provided on an ongoing basis or for activities that are the core business of the council or the responsibility of another government funding body. |

Funding Round Criteria: |
Funding rounds focus funding on initiatives that meet the Ministry's current criteria. These will be outlined in Funding Round Criteria. The focus will always be on providing positive developmental and learning opportunities for young people. Demonstration of good youth development in project design is required. |

How it works: |
The Ministry advises councils when Funding Rounds will open and close. Councils complete an application, which is assessed by a selection panel, which includes young people, against the Fund's expected outcomes and Funding Round Criteria (see below). Contracts are developed with successful councils. Councils must report on project progress, agreed budgets, and outcomes across the life of the project/funding agreement. |
Funding Round Criteria
Youth Development Partnership Fund Round Eight applications must clearly show how projects support positive youth development, learning and assist young people, aged 12-24. Outcomes should develop skills and provide experiences that will help young people gain confidence to overcome the barriers that prevent them from pursuing other education, training and developmental opportunities.
Projects must also demonstrate at least one of the following Round Eight priorities:
Youth leadership in the community
These projects will assist young people to establish local connections, improve confidence, develop and practice leadership skills, and contribute and influence their community. Examples include projects that:
- provide youth leadership training (e.g. leadership noho)
- provide opportunities for young people to develop and practice leadership skills (e.g. organise a youth-focused community event, participate in intergenerational projects)
- support and encourage young people to participate in community decision-making (e.g. submissions to LTCCP)
- assist young people to provide guidance and support to each other (e.g. establishing a youth council and peer mentoring initiatives)
- provide opportunities for young people to show good citizenship as a result of their participation in the community
- provide volunteering opportunities within the community.
Celebration of youth achievement
These projects will showcase the positive contribution young people make in their community by focusing on group achievements and assisting young people to acknowledge each others success. Examples include projects that:
- recognise groups of young people that have done exceptional work for the community (e.g. events celebrating success and providing positive media opportunities)
- acknowledge youth input into local government processes (e.g. the work of a youth council in developing a community or recreation centre or addressing a community safety issue)
- provide opportunities for young people to have an active voice in the media (e.g. youth radio, TV, websites and youth magazines).
Projects should support young people aged 12-24, to develop, implement, and manage the initiative themselves.
Selection panel assessment
In making their decisions, the selection panel will assess:
- alignment with the Expected Outcomes of the fund and the Funding Round Criteria - presence of effective youth development practices (including planned and active involvement of young people throughout the project)
- regional need and local support for the project - the project's practicality, viability and value.
The selection panel may also consider additional factors including:
- whether a council has previously been a recipient from the Youth Development Partnership Fund
- the geographical distribution of all proposals
- the level of support from young people, council (including mayor) and community
- fit with government priorities
- value for money
- availability of funding.

TERRITORIAL AUTHORITIES
Can we submit more than one application?
The Ministry will only accept one application per council.
Can we apply for multiple projects in the same application?
No, only one project can be applied for in each application. However, a project can be made up of a number of interconnected initiatives.
Note the selection panel will consider the whole application as one – e.g. the whole project. The selection panel may recommend the whole project, or part of it or none of it for funding.
If initiatives are significantly different, it may be difficult to show the project's integration as a whole. This is important in assessing project effectiveness and/or viability.
Can community partners lead the project?
No, the TA is the lead organisation and is responsible for delivering the project. The TA may purchase services or work in partnership with others to deliver the project.

Is my project eligible for funding?
No, only projects led by a TA are eligible for funding.
A TA can choose to work with a community group as a partner organisation to deliver a project.
Why can’t you answer my questions about the Youth Development Partnership Fund?
The Ministry only provides information about the Youth Development Partnership Fund to councils. This includes answering queries on the application process, application requirements, fund criteria and priorities.
This is because funding is only available to councils and the Ministry will not pre-empt a council’s priorities or choice of project partner(s).
If a council works with a project partner, it is up to each council to decide in what capacity and how this partner is selected. However the Ministry will only communicate with the council not a project partner.
