Lesgislative debate
At each Youth Parliament there is an opportunity to debate one issue in
depth. The focus of the legislative debate for Youth Parliament 2007
was
the Household Response to Climate Change Bill 2007. The bill was
read at the third reading stage.
This bill tried to reduce New Zealand’s total carbon footprint by
introducing household carbon accounts. The accounts allowed for the
provision of tax incentives to households that reduced their total
carbon footprint through reducing their energy consumption or
converting to low emission technologies.

Who organised Youth Parliament 2007?
Youth Parliament was an initiative of the Minister of Youth Affairs, Hon Nanaia Mahuta.
The Minister worked with a committee of her Parliamentary colleagues
(representing every party in Parliament) called the Multi-Party
Parliamentary Steering Committee to make Youth Parliament a reality.
The committee was asked to consider a number of aspects in relation to Youth Parliament including:
- how Youth MPs were selected
- what topics were debated
- how the programme was organised
- what events featured in the programme.
The group advised the Minister of Youth Affairs and
provided a crucial communication link between the organisation of Youth
Parliament and each party caucus and MP.
